Re your CP rating, I believe who you finish in front of or behind is important in terms of points, so if you only finish ahead of people with an overall lower rating then you will get less points and vice versa. I suspect your points will update after your next race, I seem to recall.
The thing is, as it seems like, i am matching with those who are also new to CP races. So theoretically, if i match with a full lobby of people with 0 CP rating, even if i win the race, i won't get any CP at all? That seems like a vicious circle to me, so that might be working in a different way.
Talking about the Competition races where there are more than 1 server and seems like it distributes players with looking at their CP ratings.
This is correct. If there are 5 splits split 1 will have the best rated drivers and so on. There is matchmaking on the CP servers but the effectiveness of this depends on the number of registrations and splits.
Don't worry that your CP hasn't increased after one race. Do a few races so it compiles some data behind your profile. It factors in ELO and other undisclosed information independent of the CP rating itself (ie if you exit a race without finishing your CP and ELO will drop heaps, but getting your ELO back to where it was doesn't guarantee your CP will recover at the same rate, so these 2 visible stats don't have a linear relationship). You will probably find the CP will jump up a fair bit once you get a few results.
What is incorrect? Would like to hear the correct ones if what he said was incorrect.
