G27 not expenssive on used offer board , i play with G27 , 7 year , i pay 100€ , it's a minimum for simracing .

A good beginner Wheel is a Logitech G27,29 or G920 or a Trustmuster Wheel
Play it with that and after a few races, you will buy a Pro Set. Believe me :)
A reasonable amount of people actually use gamepads and do quite well after a lot of practice.
Bear in mind that he may not be able ot afford a wheel, they can be quite pricy even at the low end depending on your monetary situation.

There are plenty of players who use pads, and who are miles quicker than me, even though I use a thrustmaster t300rs and Ferarri F1 rim!
