Yes, you will finish last.
(not that I am fast, I am not, but I am faster without stability control, that is for sure).
Stability control will cut your throttle power whenever you car starts sliding a bit, when mean you will not be able to carry speed through most turn exits, what also mean every straight after you will be slower (that alone may mean an extra 0.5s to 1s PER TURN).
Traction Control is needed in car setup, but the more you use, the slower you are (kind of the same reason as Stability Control but working more accordingly to the % of TC you use and how much throttle you apply and not if you are sliding or not, you will end up never using 100% throttle if you set TC to max.
The higher the speed you can carry through turn and at exit of turn the faster you wil be (considering you dont slide open through the turn or dont go off track).
ABS is also needed in car setup, but the more you use, the faster the car will reduce your brake power so the longer will be your braking points, what mean the slower you will be too (the longer your braking points, because you will not be able to apply the same brake power to stop because of the ABS).
And, for last . . . racing line.
Yes, racing line makes you faster and slower at the same time.
You get the advantage of knowing "an optimal" racing line given by the game ("an optmal", as sometimes it may change too if you want to be faster) but . . . on a race, you cant just follow the racing line or else you will not overtake anyone neither defend your position, also you will be limited by the racing line (a thing I learned these days . . . yes, I was using racing line up untill I "learn the track", but once I think I learned, my lap time gets worst by like 2s, sometimes more, because I was paying too much attention to racing line and not to track cues so without racing line, at many turns, I just get lost . . . it does not pay to use the racing line, at least not for more than a couple of laps to know the track.
Assists are there to give you a safer ride, not to be faster.
Again, I am not among the fasters neither am very fast, my best lap times are some 5s from World Record, but the more ABS and TC I use the slower I am, using racing line just gave me bad habits I am trying to get rid of and Stability Control is realy useless, much better to do yourself the job with footwork and better racing line than activating SC.

TC 1 is when the engine will cut your engine power
TC 2 is how much
So TC of 1 and TC cut of 1 means TC is almost completely off and TC cut sends max power to wheels (probably resulting in a spin out of a corner). I generally set TC cut to 4 or 5 but move TC and ECU through different phases dependent on track conditions. It's a real balancing act and in the right settings, means you can stay out on slicks in the wet for a few laps.
