This message pops up whenever i try to run the game. Does anyone has any idea on how to fix this? or can anyone please explain why this message appears on certain games? Thanks!

BTW running on a laptop GTX 960m, Windows 8.1 64-bit, Nvidia Driver version 399.24

Try reinstalling DirectX.

Also make sure Windows is up to date.

It was a good clue, because the downloaded DirectX setup actually wouldn't run either, pointing to a problem with the out-of-the-box Win10 setup on this brand new HP PC! I found a hint that this can be resolved by reinstalling .NET, which I did, after which the DirectX setup completed.

And hey presto, it works! So for anyone else with this error - go to Start, Settings, Apps, then on the right hand side Programs and Features, Turn Windows Features On or Off... and uncheck any .NET components (make a note of which are installed). Reboot, then go back and switch those back on again. Then download the DirectX setup, run it, and it'll work. Not a bug in the game, but something screwy with the Windows install, by the looks of it.

remove the xinput1_1, xinput1_2, xinput1_3 in Windows/System32 and SysWOW64
then download dxwebsetup and reinstall

So i bought WIN8 64 online version in 2014? .... and then upgradet to win10 2018?

IT WORKS - maybe try first uninstall ALL MVS++ before 2010
