You can always get a separate pedal set at a later time and I don't use Thrustmaster pedals.
From personal experience i don't recommend you to go below the threshold of these price ranges both for the steering wheel and for the pedals, otherwise when you adapt and you will become good with cheap peripherals, you will feel limited in their performance and you will want to buy something better..
I don'\t like the break, I need to much force and it isn't adjustable (I believe)
I don't know if it is a great steer for ACC because the FFB feels not good.
Perhaps it is the game?
Are you sure you're only going to play ACC on PC?
Firstly, you can get a wheel that supports both PC and one of either Playstation or Xbox. This is most wheels including the G29 (Xbox) and G920 (Playstation) and Thrustmaster TMX (xbox) or T150 (playstation). If you have/use a console take this into consideration.
Secondly you usually find yourself playing more than 1 game and many hours doing so. It is at this point that you may regret not buying a "better" wheel and pedal set. It's always good to get a pedal set with a clutch even if it turns out you don't use it. I for one used my clutch pedal as a brake when my brake pedal wasn't working. Also it adds to the realism if you prefer manual clutch, heel and toe driving and realism driving some road cars.
Third, you may be able to drive with keyboard at some point in the future. Latest public beta 1.0.3 v2 has;
