My definition of a “ noob” and how they take the Fun out of a great race.
1st i want to say that we were all once noobs in the sim racing environment.

1) Definition: a noob is an inexperienced driver who can barely keep his car on the track even when racing with no other cars in the vicinity.

2) A noob therefore cannot race responsibly when other cars are around them, and will likely hit you and ruin your race.

3) A noob will watch you in his rearview mirror coming up on him fast yet still feels the need to block you to keep you from passing him, and in doing so instigates the strong possibility of a wreck.

4) A noob has yet to understand the value of hitting all your braking zones deep & consistently therefore at times he will slam you hard and possibly ruining your race.

5) A noob, after wrecking himself will come on to the track in front of other cars because he fails to use his track map to see if cars are coming 1st.

No doubt noobs are a part of racing low rated open servers. But just as the faster more skilled racer understands his racing code while battling others the noob must also stick their racing code when racing against other noobs & skilled drivers.

The noob code:

1) Use your hud and know where others are at using the track map.
2) Keep an eye on whats in front of you and the cars coming up on you. You should be looking at how many seconds behind you the next car is. And if he’s gaining on you 1.5 seconds per lap he will be there soon. Be prepared to move out of his way..
3) Understand the fact that if your in a race and your clearly off the pace, you likely will not win the race or even be in the top ten..
4) Every outing should be a learning experience in being better faster driver.
5) Understand that the faster guys have put alotta time in setting their cars up, practicing, racing , evaluating replays looking for more ways to get better. This game is deep with a long learning curve but its also rewarding...

I may have misunderstood your faster approaching car points but as far as giving way to faster cars the blue flags are the indicator for that situation and the driver flagged should give way as soon as it is safe to do so ( not always possible thru a corner ), if there is no blue flag then the both drivers are racing for position so the faster driver needs to use their superior skill and setup to overtake ( part of the learning experience here is patience ).

blocking is not allowed by rule, you may change your racing line once but have to keep it then

My understaning of a "fast driver" : a driver that can race noobs without problems most of the time.

Racing for the podiums takes brain and racecraft, but somehow when noobs are involved people switch them both off, crash and then complain.

If you understand that everybody needs to start somewhere, and want to help, start with self improvement. No noob guilty of these points is gonna read these forums nor take advice from somebody speaking from a higher horse anyways.

I don't race online & never have, mainly because of slow internet.
But I thought there would have been some sort of qualifying system in place to prevent "noob's" racing with the faster guys.

AFAIK, you have to have enough track rating (separate for each track) to race it in MP. Plus most servers require some basic safety rating, so there is some basic skill gating.

Compared to AC the average driving in ACC in public servers is better (at least for GT/F1).
But it really comes down to player numbers, if ACC had iRacing numbers, even with the current rating system the average experiance would be much better as people would be much closer in skill in each lobby.
