Same problem, I'm using latest version of Steam and latest version of Firefox, and I'm not planning to switch to other browsers just to watch this broken video.
UPD: found this short film in the Internet.

You can watch it here. If it isn't enabled already, you'll want to turn on Closed Captioning to see the subtitles.
