I don't think you can recruit baal either, but this game is weird in the fact that you can recruit so many of the unique enemies compared to the previous in the series, usually the story enemies are not recruitable and only the cameos from post-game battles join you as uniques.

That's the weakest of Proto you could find in IW, so I'm not sure what you're going at here.
A few people in the convo here is pointing their finger at the LoC version of Proto, which have maximized stats of 99 millions (pretty much a LoC Ba'al but a lot weaker with less evility and no minions), and he could be a real pain in the ass if your team isn't prepared for him.
Normal Protos are a joke, and aren't even a challenge, lol.

If there is someone who would make a mod for it, yeah sure, but no, it's very unlikely to happen.

If you're talking about story enemies as in Void Dark, Goldion, Majorita and so on, then it's because they do join you as a playable character set by the game. Recruiting is different in such a sense that you force an entity that used to be an enemy directly into your team, which, is impossible if they're not configured for it (ex. Dark Liezerotta, LoC Void Dark, Ba'al )

The two ways I know about are deleting characters that get killed (or not using them anymore for uniques) and reincarnating them if/when they get killed (to simulate the whole "it's later in the game, so a level 1 joining now would have better growth if you manage to train him/her" but you need to feed them a bit of mana if they die before getting enough mana for the reincarnation bill).
Classes must also start as basic ones and "promote" via reincarnation (aka Warrior > Armor Knight/Dark Knight, Healer > Professor, Mage > Sage etc. You can't switch genders and must use weapons the corresponding class uses in FE (Healers use staves, period. Female Warriors use swords but promote to Swords/Lances, etc.)
