Is there any benefit of making prisoners citizens?
Except for quests/trophy of course. As in: if I get it to 100 to get the trophy am I done with making them citizens?

I think initially prisoners that you make citizens were supposed to become random dudes that walk around your base that you can talk to, but it does jack all.
