Report a translation problem
To get the special-special characters, some must do the scenarios.
Eg. If you want to have Valvatorez, you must do it's scenario. Which is, hmm, how do I put it? A little bit hard. Haha
As said above, the DLC scenarios are a bit hard at first, but you should be fine at like lv20ish, and the characters come at a low level (based off your story progression), so they wont 'break' your game.
Thats why theyre DLC and not part of the early story, nerd
Is there a bank to store characters like in other disgaeas?
They will come at a higher level (scales off story progression) and even higher weapon mastery.
The cheat shop lets you increase the levels of enemies substantially - which quickly makes the game quite a bit more challenging regardless of your characters.
It hits around chapter 2-3, IIRC.

Yup, can confirm. Just take let's say Laharl's sword and equip it on basic lvl 1 fighter. Now fighter hits a lot and can kill lvl 10 enemy easily (if you don't miss lul)
