It still doesn't fill the screen when I run it fullscreen, it's more like maximized. I'll play around with the "gfxfilter" setting.
That install directory may not be accurate for everyone using Linux, though. I've seen setups where Steam was installed in completely different places and the user didn't seem to know other people's Steam install directory was under ~/.local/share. That's why I referred to the game's install directory rather than a specific location.
That also seems strange. Changing the 0 to a 1 and vice versa most certainly makes it windowed or fullscreen in my setup and I'm using MATE with Compiz as my window handler. I'm really wondering if it has something to do with your DE or your window handler. Although if you have any success with gfxfilter, let me know because I would much prefer a maximized screen to fullscreen or the tiny window.
I got some weird stuff in this file acsetup.cfg

Does that mean that it attempts to use DirectX 5? It would be truly a joke if it really attempted such a thing... :) but right now my game is being rendered extremely slowly. I'll attempt to switch it to OpenGL, I have no clue how this happened.
I have also read that the game files can be in different places depending on whether Steam was installed from repositories or the Steam site... given that, I have started right-clicking on the game in the Library, selecting Properties and then going to the "Local Files" Tab... which will then allow you to browse the local files and pop the folder right up.
acsetup.cfg -> changed Windowed from 0 to 1 , changed StdScale2 to StdScale3
I used my monitor settings to zoom, so the game window took up most of the screen size
