1750+ Water in stock, can't find anywhere possible bug.

So what made me notice this possible bug with water was my food stockpile always being fairly low despite lots food factories. It says I have 1750+ water but I am telling you I cant seem to find it anywhere with the exception of a little bit at Colonies! The amount at the colonies is maybe 12 to 15 per Colony, I only have about a dozen Colonies so wheres all the water? I have around 20 ice extractors at level 3, and around 7 Water Treatment plants, my production level is high. The water is not making it to the food factories, it seems like 1500 water is MIA. I have checked all my stockpiles too, each one is set besides other resources to min have 200 water.

It might possibly involve chemicals too because it says I have 1200+ but I cant seem to find those at any of the stockpiles except 1 which has around 450 chemicals. So wheres the other 750 chemicals?

I also haven't found any significant piles of water at worker hubs, as I've noticed sometimes workers drop off resources at worker hubs. So I'm totally at a loss of where this water I seem to be missing is. I also noticed that Deliveries of Water from Europa don't seem to increase my water stock.

It should also be noted I have Hyperloops next to each stockpile.

Do I need to for other resources to make it to stockpiles to set the stockpiles priority up? Could worker AI be tweaked to ensure resources that are left at worker hubs or other non factory buildings make it to the stockpiles?

This Special Project will increase your water level, you will see your progression in stage 3 of terraforming
