is blue mars dlc free yet?

i bought an incomplete alpha game early and didn't play for a while pending a stable client who's developer before it happened released a dlc or something and was wondering if blue mars is free? also is the air dlc free? elon might get us to mars but once there we need to pony up for oxygen and water i bet.
