If you want to progress in terraforimng, then you don`t need to flood all the plains.
If you want to flood all the plains, then you will have to keep importing ice and waiting.
I`m still not sure if i got your question right, so FYI ice =/= water. The way the game works is something like this. Planet has separate storages for ice, water and surface water. Ice will gradually (1% per sol) transfer to water if temperature allows. Water will gradually (1% per sol) transfer to surface water. Surface water will slowly (0.1% per sol) transfer back to ice if temperature falls. Player only sees surface water, while the rest is not shown anywhere. Ice storage is limited and initially fully filled with equivalent of 500m surface water.
1 trip from Europa adds equivalent of 1m surface water, but not directly to surface water storage. So it takes more time to put that ice onto surface after special project completion.
Reaching 0 altitude level with surface water requires equivalent of 2000 1755m. Planet has 500m initially, so it will take 1500 1255 trips to Europa. If you just want to see this, use console.
The reason for ice import to exist is probably the same as for other aerobrake/collision techs from space branch, all military techs except the first one, and a couple of others - to add a false sense of having a choice and content filling where there is none. Or to spend months of real time on drowning the planet of course. Which you can`t actually do, because water levels are only set up up to 0 in planet configuration.
As for negativity and positivity, i`m posting in the context of topic. The only positive part without any buts i can think of is audio, and i don`t think i ever posted anywhere it was mentioned. Soundtrack is good, voice acting is welcomed, sfx is ok-ish. And for every other thing i like there is a serious but that negates it.
