If you are referring to the territory that a drone hub / worker drone covers, no. Due to the fact that these territories are subject to change at a moments notice due to the attrition of worker drones, any manually drawn territory would be erased in short (2-5 in game years) period of time.
I assume that the reason you are asking the question is that you have run into a situation where a factory is idle due to lack of inputs that you desperately need to start producing goods and you are looking for a lever that you can pull to cause it to start producing goods. According to the global stockpile, there are plenty of goods available, and it is entirely possible that you have a nearby source of the required raw material sitting in a mine.
Not an uncommon complaint, honestly. The game does a very, very, very bad job at providing the information that you need in a simple, intuitive way to diagnose these sorts of problem, and that's the number one source of complaints on this forum. So much so that I wrote a guide specifically for the purpose of helping players figure out how / why these problems are occurring:

Assuming my diagnosis of your underlying problem is correct (you have lots of goods in the global stockpile, yet a factory is idle) I'd recommend reading over the "Bottlenecks" section first.
