Steel Factories won't produce Steel

Steel won't produce, Iron and Carbon are stockpiled and the factory sits on 12/12 Iron 1/6 Carbon.
My whole base is falling behind because I can't produce steel despite having plenty of workers and solid supply lines.

Saving and reloading the game fixed this.

Man, I wish I had known this. I ran my game into the ground trying to fix this issue.

I had a similar issue, tracked it down to the fact that the numbers for workers/available were incorrect and one single worker was trying to service a huge area on the map. Reloading the game fixes the display, and then I had to remove enough worker hubs to free up workers for relocation to the actually important area.

Sometimes setting priority to high and removing it fixed this for me also. Workers rushed to empty stockpile, then went to fill it again
