How to see where the wind is?

Wind farms display as having 50MW no matter where I place them. However, when they're actually built, it usually results as having 30MW or less. I can't find an overlay that displays what the actual amount of wind in an area is, and I can't figure out what makes it go higher or lower based on where I place it.

When placing the wind farm, it displays the wind level right above its name. The closer to the equator, the higher the wind speed generally.

Actually, I found something that resembles the wind thingy. When you select HUMIDITY and go into orbital view, it shows you constant streams of air that rush from one pole to equator and then to other pole. Maybe that is it
