tried almost everything nothing works going up to 0.65 and stays there i cant complete the mission oil fix it,any help?

If you look up why India's HDI stays at 0.65 or 0.66, you'll see it's because of a life expectancy of 43. Digging a bit further, you'll find that the low life expectancy is due to a huge amount of toxicity, which is caused by a high electricity usage coupled with the fact that coal is the main electricity source.
