India and HDI
how the f* do you deal with that? even when i use quickly 6 cards there and limit coal they seem to die young like 43 years life expectancy and this gives a really low HDI , failing the missions...

when there is no famine , either.

btw , i have found something amusing : north america is rich enough to be tobin taxed , but poor enough to have a famine on its own...
thus i have failed the second mission ... again. meh

Second mission is kind of bad for an introduction. You're best off skipping it and coming back to it once you've got a better hold of the game. This may have been intentional, BTW, seeing how failing to keep HDI high despite not needing to worry about the environement lines up well with the game's propaganda.

You keep HDI in India high by making use of all 6 agents, playing the standard combo for developing regions (red office + green office, grey office if stability is Even or worse, education spending, water spending), but also playing cards to move away from coal, and playing one-child policy. That unfortunately means you also have to buy yellow office, and you may have to save-scum a bit to make sure you avoid bad random events (the game creates a new seed every time you start up, so just restart and continue).

well i will try the third next game, it's a bit longer i will see how it ends. i might try putting them to nuclear , too.
onechild policy? they won't like it but support is not a huge concern there , i'll give it a shot too.

Famine has nothing to do with richness, if your food gdp/cap is low, you get famine, your industry and commerce can work well for some time.

India need only the standard job (high edu for better everything, healtcare if it is an option, security if unstable or worse, all the prevention (water is very important)) You can use the various emission methods to reduce pullution (and help the life expectancy, also ccs helps here)

Reduce coal, commit nuclear can be helpfull, but not neccessery

I tried this mission 3 times now without seeing these tips, lost most times in the last few turns. Pretty brutal for a second mission! I may try again, with these tips. Cheers for all the advice, hard game this one.

The reason India seems hard to beginners (I struggled with that mission for a long time) is that the game doesn't make it very clear what the problem is. It's actually toxicity (a measure of local pollution). That is not the same as emissions (which means greenhouse gases). The worst source of toxicity is coal. If you reduce coal power fixing India is actually no problem at all.
