Reloading respawns previously dead enemies
I will report this here, because I really hope it was not a deliberate decision.

Basically, reloading in linear areas respawns enemies that I've killed right before doing the save. I really think it should not work this way, as this is just detrimental to the game balance.

yeah ive had this happen.

clearing a bunker. save and reload and the enemy right infront of me is standing next to their dead body i killed only a few seconds before.

thats not good and i damn well hope its a bug and not a feature

It's more than "just" respawns in my experience. Enemies also change their position and/or the routes they are taking. Sneaking already sucked in this game and this makes it impossible/too tedious!
I had something similar, saved right at the entrance in a bunker, ran around, died a couple of times, and reloading back to my save, then on the 3rd time, reloaded and had 2 ghoul things running at me (I hadn't moved or made a sound),, resulting in another death. It was as if it kept the enemies that killed me prior and just teleported me back to the start. I just reloaded and noped outta there, fk that, I'll pass.

For me reloading alse respawns some items, such as books (that give you skills to learn). Once I had 2 books of stealth on the ground next to each other (even though you can use them only once).
