Robotics weapon testing wont open.

I am in lower level of robotics killed both robots found all three buttons all three green lights are on but neither of the doors will open I am stuck.

i can not get the place to open where the key to open the office to get the persons notes. so i can give to her so she will give me the next key. i have activated all the consoles and the has 3 green lights across the top but will not open. i have went around turning all power off and re powering up the robotics areas n still it will not open and i believe its the same place as the ones above this comment is having issues with the door not opening. please help asap. stuck and need to get past this. i have watched every video and also did everything i watched the videos do still will not open.

I am having the same issue. All 3 buttons have been pressed and all 3 lights above the door are green and it still hasn't opened. I've spent 2 hours just running around the entire robotics area trying to find something that I missed. The game is unplayable at this point since the timeline cant progress.
