I am supposed to return to him in Wyndham Village hall to escape but he's nowhere to be found.

He is in his military camp. There's a note in village hall that refers to his new location.

Thanks. I was searching silly for him. Thankfully I was still able to complete the game in record time. Just over 1h30. I could have managed less if I did't wasted all this time searching for Sims.
