Is it good?
I would say it is as I went from not really liking it at first to enjoying it as I began to understand how the game is set up.
It is a bit like asking if food in a restaurant is good, every person will have different tastes so mileage may vary.
In terms of quality it is pretty solid to play. Only issue I can think of is the Acid Trip graphic style (but get used to it) and the way enemies can respawn where you don't expect (although this is easily worked around or pushed past). Stealth is limited but you get to understand how the world works and how to avoid/fight/hide. The various difficulty settings very much alter how you progress (there are no markers, you need to sometimes read and think about the hints, on the "recommended" play settings).
For a AA game one can say it is pretty good and enjoyable. Just be aware the idea seems to be to play it through multiple times to achieve the many endings. You can either do EVERYTHING (or try to) in one go or keep a play through minimal in terms of "who you help" by focusing on one main lead only. Game can be "beat" (one ending) in less than five hours, but then you can explore and do what you want otherwise (so far not quite finished even one ending as have been exploring the various main NPCs and the story enfolding).
This is not a MMO or a Grindfest type game so you won't have people forced to be playing it 24/7, and Steam is just one of the places you can get it/see players active.
After a while it gets a bit boring, as there's a lot of repetition. You have to go back and forth a lot between different areas, and there is no fast-travel.
There's no normal leveling system - there are skills, but they are unlocked with items called training stimulants. Actual in-game activity, like trading, fighting, crafting, etc gives no XP or skills development.
Most enemies respawn, which gets annoying. When you travel through the same place for the fifth time, and kill the same enemies for the fifth time, it feels more like a chore than gaming.
There's a number of different endings (cool!), but most of them just have you do slightly different things in the same place (less cool). A few of them even have you do the exact same things, you just go talk to a different person at the end.
Stealth sucks, even if you learn and unlock all the skills from the stealth manual. Stealth is not really a viable playstyle in this game, except for occasional uses.
Overall, I'd say it has the foundation of an excellent game. The world-building is interesting, and the story is cool. The grounding in a real-world incident is nice. But for the reasons I detailed above, I do feel it falls a bit short of the mark.
I would recommend buying it at a discount, but not at full price.
