Is there a good place to find Rifle ammo at or do I have to buy it

Rifle ammo, scattered in locations over the maps, but they don't respawn. Look for things that look like store rooms.

Some vendors have limited stock.

Best option is to conserve ammunition and knock out anyone holding a rifle.

The bunker North of the Protocol Skettermore is full of consequence free soldiers that are good to farm.

Kill Protocol Soldiers. They tend to have rifles and ammo. Do it quick enough and they won't ALL hate you.

You can also just look for Outlaws with their .22's
