You can kill em but its a waste of time and ammo. Killed a few with melee but it takes alot of hits even with the melee boost potion. They are slow so just circle around or run past them.

What weapons are you carrying? I found most of the thralls were easily dealt with via a couple of shotgun blasts to the face at close range, or the Bren at long. They're also pretty slow so relatively easy to boot and chop up as long as you don't get mobbed.
Also pay attention to the environment; like the lower floor in robotics, a lot of the enemies in medical seem to enjoy hanging out around suspiciously red barrels.
They're pretty spongey, but by the time I got to Medical I had full ammo for all my weapons. It took 6 revolver headshots to kill each one on the Standard difficulty. For some reason, shotgun seemed a lot weaker, so I just used pistols and rifles on those.

You can also get stronger guns eventually.

a few nades and a few mace hits to the face did the trick for me

I found the easiest way to kill them was to just use a melee weapon (I was using Farming Knife). Kick them into a wall, swing melee weapon 2 - 3 times then kick again and repeat this until they die. Doing this they become stun locked.

3-4 Shotgun blasts but save your ammo.
Instead, 4 heavy whacks with a cricket bat. Use your foot to stagger them first.

I used the two handed Axe for most enemies in the game as its the most efficient way. When you have all the melee skills unlocked, a heavy attack will kill them in 2-3 hits.
You really do need pristine weapons to fight those guys easily. It really helps. A pristine single shot shotty will do them in about 4 or 5 shots.

I used a cricket bat, which is one of the more damaging melee weapons.

Kick them, then you should be able to get in a swing or two while they are staggered (or even three, if you have the Kick Stun Duration skill and time things well). Then kick again, and repeat. Doing this, they'll die fairly quickly.

Just be aware that sometimes the kick doesn't stagger them, for reasons unknown to me. If that happens, back up quickly so they don't hit you, then try another kick.

You can use other melee weapons than the cricket bat as well, but it'll probably take longer, since I believe most of them do less DPS (but I haven't calculated, so I may be mistaken). This includes the mace, which has a higher base damage, but takes much longer to swing.

There's a cricket bat next to a body almost right outside the entrance to Bunker L7, so you can get one almost right at the start of the game.

If you can find a mace, use that and a combat potion and a tea for stamina.
You just use the heavy attack timed right and they go down pretty easy. If they get in your face, give them the boot and make a quick attack to stun them. Then give them another heavy attack to the head.
Adding in some molotovs works as well. Fire really seems to hurt all the mutants pretty badly.

The mace heavy attack isn't that much more slow than the cricket bat but does a LOT more damage. If you can time and aim it right, it'll make melee pretty easy, doubly so if you've got a combat tonic and tea boost active.

I beg to differ; it's significantly slower.

You're right that it's very powerful, though!

The mace is slow, but powerful as hell. You can find it at the castle.
On 3/4 Difficulty I counted 6-7 Pistol Shots, 5 Rifle-Shots and 4 Shotgun Shots for killing one. All shots to the head. In the moment I first encountered them, I was already kind of far into everything, so ammunition was no problem anymore.
