1. Exactly the same infection the blue men suffer from :-) They were infected by Intel.

If holder talks to Garrow, it will lock you out of using Garrow to escape.

If you help Ilya Kozlov fix his radio, he'll eventually abandon his hideout and you can find him in a cave in the same area, dead at the hands of a bunch of thralls

1. The infection debuff itself makes your stamina/heartrate have a lower cap of 120 instead of 60. Which lowers weapon accuracy, weapon attack speed, and melee damage/accuracy. And makes you exhaust faster due to a lower maximum stamina pool effectively.

2. Thats spoiler territory. Can't answer that without causing issues for others.

3. I actually don't know, I skipped that mission due to the quest chain being irreparably broken due to a bug.

At a cave in Skethermoor is another place he can be depending if you have not turn on the data storage charlie by the time ilya is repairing the radio

Oh neat! I know you can run into Joyce at either Data Storage: Charlie or at her bunker depending on progression, but didn't know Ilya's location moves as well. That's rather neat.

That´s weird, quest is probably bugged. I´ve found him in the cave, dead, but the quest log still says "Meet Illya later in his bunker" still active.
