Captain Sims broken

I think I might've broken Captain Sims. Basically I happened to do the entire Bakery quest before seeing Captain Sims, where he THEN told me a good place to start gathering information for him would be the baker or other people. But I'm guessing, since I did the Bakery quest, he now keeps telling me to "report anything" and leaves the conversation at that. No dialogue options.

On my end - from other side it's broken too.
The Bakery Lead - is resolved because Iris was reported to Captain Sims straight away on quest beginning.
Bug is i can't give her tonic because she is dead with her husband.
As resolved lead it should not be listed in "open leads".

Sims seems to be incredibly easy to break. I gave the woman in the bakery the tonic, but reported the Vicard and whatsherface for murder, and now he won't talk to me. He repeats his line about maybe coming to an agreement and then the convo just quits back out.
