The combat needs serious work.
No block in a melee focused game.

Stealth is a bit of a lost cause outside of interior spaces.

I get the survival aspect but a serious lack of ammunition without a way to craft ammo is disappointing.

Enemies have super radar. They will spot you from crazy distances, they also never miss, even tuned down through settings it's a problem.

Thoughts? Tips?

If you really search every corner, ther's plenty of ammo and resources to find, even on the higher difficulties. Regarding stealth, read my topic about it
https://steamcommunity.com/app/801800/discussions/0/592893000025169017/ and you should get to something you like. Then throwing melee weapons becomes really helpful and a part or your gameplay.
If you tuned awarness and agressivity they are no more radars, if you are then being cautious as you would IRL.
They will spot you from closer and as aggressivity is toned down they will not attack you right away but more warning you to let you a bit more time to vanish.

I got a decent enfield or whatever rifle and just sniped headshots from cover/ concealment.
Then used the shotgun for everything else. I do wish you could at least produce pistol ammo honestly. but whatever.
Also yeah. The stealth is pretty bad in this game. ALot of the problem is the AI pathfinding is always away from any form of cover and clumped together in massive balls of overlapping sightlines. SOmething I find a bit silly from people using cricket gear as body armor...
I'm about half way through the game, and have used minimal combat. It's almost completely avoidable and when I have had to use it - the fact that I'm not M. Bison has forced me to use creative tactics. It's a survival game where you face tough odds, not a fair fighting game. But I'm also now at the point where I'm getting serious gear and enough perks that I can take on some of the tougher areas. Stealth is the same. Challenging. You have to use sound to identify where the enemies are and yes, they will spot you and are good, but not perfect, shots. If you're not ready to take them on, run. It says as much in the opening tips.

There's only a lack of ammunition at the beginning of the game or if you're trying to murder everyone you come across.
