Stealth, and sneak attacks
I'm only about an hour in but from what I have seen so far is when there are more than one enemy they never seem to give you a window of opportunity to take them out silently.

There is always another one looking right at them, or they travel in convoys, and there patterns overlap so nobody is ever isolated.

Skills can help with footstep and making the stealth silent, but it's hard to do full stealth.
The roving band of of enemies are always grouped up, so it's a good way to get the jump on one of them but not the whole group usually.

Sometimes they'll travel in a line and you can knock em out one-by-one from behind.
Larger areas like the Protocol Camp in Skethermoore have more spread out enemies, allowing for stealthy play but in general the roving camps you won't have a great time with stealth.

You can try hit and run, where you take one out then go hide in some grass till the heat dies down. Whittle them away like that.

Or try tuning the difficulty options so that enemy hearing/seeing is much lower. You can make them almost blind that way :D

I'm pretty sure the game cheats as well. I can remain in cover out of site, and the game is directing enemies towards me. If I go away from them, and hide around one side of a pillar, the group will go there, and then just space out into a group facing in all directions. If I reload the save, and go to the other side, they go there instead. :-)

Stealth is often very hard to execute. Besides the mentioned skills, you will get a silent weapon later on but the balancing sometimes won't give you a good chance.
The big roaming groups in the first Zone which consist of 6-7 enemies are probably not meant to be taken out the easy way (also they respawn in unpredictable manners).
Later zones and caves etc. usually will give you more options.

And this time I reloaded, in an area cleared of enemies, and one spawned just behind me to the left. Another reload, and no enemies.

I think I might leave this game for a few weeks until they can sort these cheat spawns of enemies.

What's funny is they sometimes change gender as well. :-)

Right, so they aren't actually changing their gender. What the game seems to be doing, sometimes at least, is to randomly spawn in the existing enemies at different locations in my vicinity. One time there was a lady near me, the next time it was a man. Some times they walking away from me, and sometimes towards me.

I cleared out one collection of buildings with about 6 or so enemies, and I'm not seeing any further spawns. There was another large group that went off to somewhere else. They didn't leave until I actually visited the place I went to, and I reverted to an earlier save to test this. It seems quite scripted.

Its a survival game. Its gonna be harder than Far Cry.

I don't really see it as a survival game. There is no eating or drinking, for example, which is a staple of survival games. it's not really a stealth game either, as that part doesn't seem very well done so far.

Getting some inconsistencies with regards to what they hear, or don't hear. On one occasion an enemy was walking away from me, maybe 20ft away, and I aimed at them with a bolt action rifle, but I hadn't loaded it, so there was a click when I pulled the trigger. The person turned around immediately when they heard that. That was kind of cool.

Later, in a sewer, I broke someones neck, and they cried out, and not a single person came to investigate. It would have been heard by everyone in there with me.

I also had one of those cheaty enemy spawns. I had just killed someone outside a building, and had then jumped through a window to escape them. I was sat at the top of some stairs looking down towards the window. One of the outlaws jumped through that window, and a second later another one teleported in at the foot of the stairs! There was no window or door for them to come through, they just appeared out of thin air.

Rebellion really should have done better with this.

this is definitely not a survival game. It's basically Fallout lite.

Another spawn "bug", near bunker L9. Two feral spawns. I killed them both, then saved near an open door filled with clouds of poison. When I reloaded, both feral spawners activated again.
