I guess, it's a bug but it's really a bad thing.
I'm about to do the same, I can't believe this was a design decision, I've never seen a dumber system in a game. And it's a real shame because I really like everything else about it.
I do have a couple of hints for dealing with the feral if your having trouble. Works right from very early game, all you need is a boot and an axe (knife works too but axe is better).
Basically sneak close enough to get 1-2 hits in while they do their wake up animation then kick stun them, swing 1-2 more times, rinse and repeat.
I'll slaughter a bunch of dudes and save. I reload for one reason or another and everyone I just killed is respawned which is often either right on me or somewhere that exposes me right away. Hell even if I'm hidden I shouldn't have to rekill all these dudes especially in a game with a focus on resource management.
I think it's a bug because this is the first night I've played where I've noticed it being an issue but it's honestly at best annoying af and at worse game breaking. I really hope they fix this because now I just have anxiety about my saves being unsafe.
