Enemies should NOT respawn after reload
If I have killed some enemies BEFORE making the save, they should stay dead when I reload this save. Plain and simple. I don't know if this is a bug, or a deliberate decision by devs, but this is the worst part about the game so far. I don't mind enemies respawning in the open world areas, but if I progress through linear area, burn a bunch of resources to dispatch a group of enemies, save, do bad decision, reload, and find this group of enemies alive and well (and I'm still lacking resources I've spent killing them before) - this is incredibly demotivating. Especially when fighing bullet-spongy enemies such as Thralls

Is there any way to turn off respawning enemies?
No enemies respawns if you LEAVE a Region, So loading a save would be the same thing. I notice if you leave an area and come back their back.

Same issue, I'm noticing enemies that I've killed have respawned.

I haven't left the area. I've cleared a group of enemies, saved, encountered turret, spent my resources in poor way, reloaded, and suddenly had a group of enemies alive and well right behind my back.
Get an axe and start farming?

I guess, it's a bug but it's really a bad thing.
I agree, but they are still focused on getting the game working. This would be a great difficulty setting and I hope we see it once they start fine tuning/adding content to the game.

I'm about to do the same, I can't believe this was a design decision, I've never seen a dumber system in a game. And it's a real shame because I really like everything else about it.

I'm hoping that it's a bug, and not a deliberate design choice. Going to take a break and play something else for a while, in the hopes that they fix it.
I've not encountered this myself, even after loading back, only 'respawning' enemies I've found were of the human variety, which typically turn into nothing more than a waste of time and ammo.

I do have a couple of hints for dealing with the feral if your having trouble. Works right from very early game, all you need is a boot and an axe (knife works too but axe is better).

Basically sneak close enough to get 1-2 hits in while they do their wake up animation then kick stun them, swing 1-2 more times, rinse and repeat.

The encounter that really discouraged me was a group of 4 Thralls. I'm afraid it is a bit more complicated than ferals.
I agree. Please make a No Enemy Respawn option.
I've been playing for like 14 hours and honestly have been addicted and loving the game but I just ran into this issue near the druids castle ruins.

I'll slaughter a bunch of dudes and save. I reload for one reason or another and everyone I just killed is respawned which is often either right on me or somewhere that exposes me right away. Hell even if I'm hidden I shouldn't have to rekill all these dudes especially in a game with a focus on resource management.

I think it's a bug because this is the first night I've played where I've noticed it being an issue but it's honestly at best annoying af and at worse game breaking. I really hope they fix this because now I just have anxiety about my saves being unsafe.

The camps repopulate as soon as you reload the area for any reason. It's kind of necessary - be difficult to farm arrows (and when it comes to Protocol, guns and ammo) otherwise.
