Later on, in the entryway to The Interchange from Slatten Dale, right inside the entry under the control room, you'll see a note from him pinned to some crates above a backpack.
You need to open The Interchange and do the first part of the Interchange area main quest (then possibly leave and come back) for it to appear

The backpack contains some nice gifts:
• one training stimulant
• 8 pistol ammo
• 10 rifle ammo
• one medkit
