WTF not having a blast rn.

so my first run the save got corrupted due to going to a zone that was not even meant to be in the game yet, so i had to start over. now i started over gained back to unlocking all of 2 zones inside the bunker and now i got to get the item from the doc thats in the prison. the leader sims says i have permission to go into the prison and interrogate her yet i walk up to the border and they all start shooting me. so yet another bugged run. im started to get board of having to do restarts now. hope they fix this crap as i ain't starting over for a 3rd time exploring every zone area and loot-able. is there another way to fix this? or a way to sneak in easy??

i also don't rely want to kill every single troop in that zone to explore it.
