Ranged combat seems decent as well.. ammo is rare tho
A.I is a question for sure sometimes they have be really good but other times they are terrible and don't react. So yeah maybe there is a bug here..
But the combat is what it is I cant see that getting changed up in a later patch.
For the most part though combat isn't really the focus, it's more a question of choosing your battles and ideally avoiding those you don't need to fight (or at least, offing the offenders all sneaky like). There's some nice touches in that regard - wandering gangs will generally leave you alone as long as you stay away, or they'll raise their hands and back away if you point a gun at them.
AI wise it's main issue is dealing with the environment. It occasionally has flashes of brilliance - ranged enemies popping at you from cover while trying to flush you out with grenades or molotovs, or sending melee enemies to flank you - but then it'll happily have the entire group try and climb a ladder despite knowing you're at the top ready to punt them off as soon as their head gets in range.
