Update: solved. So when you start the game on steam, you get a pop-up that you need to click "play." Next to the play button is the gear symbol for settings.
In settings I could choose amd gpu or my nvidia 3080. I don't have an amd, but that's what it was on by default. Changed it to my gpu, hit ok & it works really smooth on ultra now.

Zero problems with majority of things on max.
Only issue is the weird auto save thing occasionally like I mentioned above.
the game looks good frame rate are 130+ but when looking around it glitches and it feel like it teleport the camera when moving the mouse to look around, it weird it feels like i am missing big chunk of frames but actually the game is not freezing or droping the frame rate
can confirm on superlight pro wireless this solves the issue, i knew it was mouse related thought it was dpi, glad i checked and found this too.
