Pretty standard for this type of game really.
on some videos they also respawn when you reload a save even if you just killed them
yes it is one of many reason i refunded :(
It would be absolutely braindead-easy if they didn't respawn. It's very easy even as it is right now.

You must not have run into the robots or gone into medical. Or you're playing on an easy difficulty setting.
Some things can basically one shot you

Not even remotely so.
A few enemies (like someone with a cricket bat doing a power attack) can take half of your hp in a single strike. However, these are pretty slow.
(not to mention you also have a perk for increasing hp)
Robots or shroom people don't one-shot you.
Yes, it's all for max diff. I shudder to think how easy it is not on max diff.

Not to mention all enemies are appropriately dumb and can be easily split up or killed via simple ambushes. Robots are perhaps the only kind of enemies that require a little bit of thinking (not that they're hard).

Assume those complaining never played Borderlands? Even the bosses respawn in that and no-one seemed to have an issue with that

Robots do definitely one shot you. I opened the door outside Robotics, it saw me, and proceeded to unload it's minigun in my face and I was dead before I could even really react.
And the flame throwers also kill you almost immediately
I thought the same for the first few minutes when seeing they respawn but like someone said above, it'd be a bit boring if they didn't. It's not really a waste of ammo to kill them again as you can recover that from those with guns anyway, just gotta be smart with your ammo, no point shooting someone with a cricket bat lets be honest. Now I enjoy it, combat is fun!

You do know that you can change this in the Difficulty settings ...RIGHT?
Do enemies drop stuff? If they do then respawns are good for farming.

Now where is my axe?
yeah but the inventory is so small and trading so anemic it's barely worth it. I'm fine with enemies respawning, it's just at the speed at which they do so that can be a bit annoying. Now I just run by enemies if I've already cleared a zone.
Felt the same way. Respawns kinda ruin the game. Its a quarantined zone, rarely anyone gets in and yet areas repopulate every load screen. It would be cool seeing the Zone turn into a ghost town depending on how bloodthirsty the player is. Having constant loot pinatas really skews the difficulty in favor of the player too. No point in loot scarcity when you can max out resources and ammo in a couple minutes. (Still having a blast)

Awww, man, I just found this out the hard way. Quit after killing bunch of Outlaws and then walked straight back into them when I reloaded. This is really is bad way of doing things. One thing I love about Fallout was that it remembered everything. What I killed, where, where items are,.... this really kind of puts this game two pegs down for me. Especially when game is like you should be conserving ammo and then it is like, but yeah, you need to re-kill entire area to explore again and again and again... big NO for me.

So make the enemies harder. Its such a dumb design choice otherwise. "hm cleared enemy outpost, gonna save and quit for the night." then next day you continue and all the enemies are back. Nobody is going to enjoy that.
