CD Keys Solution
Someone mentioned earlier (so all Kudos to him.her) if you use your mobile app you can start downloading remotely. Not sure if it will give us a play button But will find out shortly.

I bought from CDKeys download happened for me at 16:00hrs GMT.

Two hours late, issue on Rebellion side, not from third party website.

if you still cannot see the install button, go to steam settings - downloads - scroll down and click on clear download cache. It will restart and you'll now see the install button.
