That's unfortunately an issue for you to take up with the store you bought it from not Steam or the developers

People have been advised to not buy keys from third party retailers after the scandal some years back where one store ended up selling pirated keys which Steam revoked

Please try the following steps to resolve the issue:

Open Steam and go to Steam Settings > Downloads. Scroll down and click on "Clear Cache." Once done, restart Steam, and when you return to your library, you should be able to download the content.

It worked for me!

You imply I can't read but lets just settle this shall we. At any point did I say GMG was not legitimate, at ANY POINT? I distinctly recall referring to them as a reputable seller

However they are a third party retailer, they are given keys to then sell on to the consumer. They are an intermediary and therefore issues can arise such as what we have seen here which would be avoided if you bought directly from Steam, Rebellion or any other store Rebellion specifically highlight as being a their preferred store

I seriously have no idea what your issue is which requires you to go from 0 to angry in seconds and I know it is 2025 where people must double, triple and quadruple down when they are wrong but come off. The publisher themselves have appeared in this very thread and called the keys were are discussing here third party keys which is what they are. That doesn't make them bad keys but it does mean that between them being issued and you receiving them they were handled by somebody which isn't Rebellion, Steam, PlayStation, Epic or Xbox
