Game is broken

So I just built a new PC and whenever I open this game the right side of the screen goes missing https://steamcommunity.com/sharedfiles/filedetails/?id=2099441935 All drives are up to date and changing the display settings does not fix anything. If you know how to fix this please let me know.

And one additional note, that black bar also remains if I pull up the steam overlay. Can still click on things that are blacked out but...

I just bought a 1920x1080 monitor because the black bars aren't there in that resolution

I have two monitors and i try to swap both windows and i still get this issue, im not really sure what to do for this.

From the main menu: options > display settings > resolution. Playing around with that fixed things for me.

Three years later and this issue just popped up for me. Just like OP, built a new PC and the game is now broken. The window is cut off with black bars, including in the steam overlay.

Changing resolution settings, including through the ini file, and restarting the game did not fix it, and neither did verifying file integrity.
How is there still not a fix for this?
