Edit: Phonon, Wagner, Byakuya and Carmine and Seth are widely considered as the strongest characters. But this version of the game is far better polished than Exe:late vanilla, the differences between character strength are not too high. Vatista has the highest damage output, but her charge motions make execution difficult. Seth has incredible mobility and decent damage, but is demanding in terms of execution in a different way. Wagner has excellent buttons and incredibly strong pressure. Struggling characters are usually Mika (weak buttons and mix-up game), Enkidu (similar reasons) and Chaos (puppet-master characters are among the hardest to use in all FGs and Chaos' "puppet" isn't nearly as nasty as Minerva from BlazBlue or Eddie from Guilty Gear). Waldstein requires patience, but if the player has it, he is a serious threat.
