Hey, did you get it working ok?
That is the most common thing to cause that.
OVR Toolkit is an OpenVR only software, and UnrealEngine5 (Which we and Pav are both using) moved to the standardization of using OpenXR instead of OpenVR.
If that doesn't work please let me know though, and I can run through a few other possible solutions.

SteamVR had an update that will ask if you want to use their version of OpenXR which will fix it in some scenarios.
One of those being is you previously used an Oculus headset and are moving to a Steam based one later on. It will swap it from Oculus OpenXR to Steam OpenXR. There are a few other ways that can happen, but that is often one of the more common.
If this prompt does not come up on SteamVR. Go to the menu in the top left of the SteamVR window go to Settings>OpenXR and click "Set SteamVR as OpenXR Runtime"
If you are using Oculus, in the Oculus Software, make sure you are using their OpenXR under Settings>General>OpenXRRuntime Set Oculus as active.
Note: If you are using Virtual Desktop, it will automatically change it to their version of OpenXR instead. So if you use Virtual Desktop, then swap back to Airlink, you may need to recheck your Oculus settings.
I have not looked into the new Steam Link for Oculus, but I suspect you will have to tell steam to use SteamVR OpenXR runtime for it to function, and that might be the issue that some users are reporting with it. I would love to know if anyone is having issues with Steam Link, and if that fixes the issue.
