Red card's tags count only the moment you play them. Once played, they are not considered anymore (in the board game, when played, you put thes cards face masked).
Red card's tags are not useless :
1. You can use Titanium to play a red card having a Space tag.
2. They activate other cards or effects (for instance, "Earth Office" allows to pay 3 MC less for a card with a Earth tag).
So with "that moment" you mean not that generation or turn? I see, then it makes sense.
Were there even Red cards with Earth Symbols before preludium?

Yes, quite a few Red (event) cards have earth tags in the 208-card CE deck, which means the Teractor discount would apply (as would the Earth office discount) when playing the card.
The rulebook does a decent job of explaining this. It says to play the red card, perform the effects, then turn it over, facedown and the tags no longer have any effect for the rest of the game. It doesn't say anything about the tags remaining in effect for the rest of that turn or generation.
One could say it gives +1 and after the effect is done -1 again but we dont see because of animations. Thanks guys
