I noticed this, too. I don't have the Hellas and Elysium expansion because I'm waiting to see what kind of bugs it has. This is a new issue for me, though, and I haven't seen it before.

I just noticed that things other than noctis city can be placed on the Noctis city space. Has this been reported yet? Has anyone else encountered this?

yap... in my last game nuclear zone was placed on noctis city :steamfacepalm:

Yep. Recent games seems to have left off the restrictions for Noctis City. People can play greenery, the industrial center, etc.

I had an AI just place a city on Noctis City while I had the Noctis City card in my hand!

Not cool.
