Prelude (Self Sufficient Settlement) allowed me to do a normal city placement in Noctis.
Its just an oversight that they dont care to fix. Even though they clearly know how to do so. After all there are cards like the reserving of a boardspace. Also best thing if someone blocks noctis city its impossible to place noctis city with the card. U cant even place the city somewhere else. It becomes a dead card
