This "bug" has been reported many times.
And it's not a bug; it's an allowable move, mainly to stall.
(I think this is an incredibly stupid rule, but that's the rule. Ane extensive debate occurred on Board Game Geek, and those who thought the rule was stupid were outnumbered and shouted down by the opposition.)
Isn't there an easy way for people to do a forum search so they don't make posts that repeat verbatim a post that was made two days ago?
Thanks for the answer. I'm a new player and didn't know that was a rule. I assumed it was a bug as a rule to the contrary just doesn't make sense to me.
I did look at the past couple of pages of posts and didn't see anything similar so I decided to post.
