Yes, cards are recycled in this way, according to the official rules. The digital game should execute it the same way, but some players report multiple instances of cards for example.
Denial of a card to another player by drafting but not buying it is pretty common. That's pretty safe when there is still a big draw pile/lots of game left. When the draw pile gets low, yes, sometimes it is right to buy a card to hold until the Discard Pile gets recycled.
