Prelude card Ecology Experts not allowing you to play a card with global parameter requirements

I tried searching around and couldn't find an answer on here. When selecting Ecology Experts prelude card that lets you play a card ignoring the global requirements, we weren't allow to play that card. We tried to play Birds that has a 14% O2 requirement. We were able to afford the card but it still wouldn't let us buy it.

Birds also has a requirement of removing 2 plant production from a single player. Was that possible?

The other requirements for the card (notably cost) still has to be satisfied. The cost of Birds includes having a player lose 2 plant production. As a production loss, this is mandatory (and because of the red border around the plant icon in the production box, any player can be chosen to suffer the loss).

This is still an issue. The game wouldn't let me play Cupola City (9% oxygen requirement) after using Ecology Experts, telling me I did not meet the requirements. So the prelude card is basically worthless.

I am not sure you understand the game.

Cupola City Can be played in round 1 with no issue. The 9% is a maximum, not a minimum. You do not need to use ecology experts to play cupola city - that's just a terrible play.

Cupola City does require you have energy production to reduce. Did you have energy production?
