Bug: Capital unplayable
Capital City (requires 4 ocean tiles) was unplayable in my first game. There were 8 ocean tiles on the board but it kept highlighting the 4 ocean tile requirement and saying "you don't meet the requirement for this card."

Read carefully. It isn't written in red, but the requirements are also two point energy production which you have to spend in order to build that city.

I'm not getting the points for the ocean tiles next to the Capital tile either.
