The thing is, if that is a flaw at all, it is a flaw of the actual boardgame, for such are the rules: whenever a player does at least one action, the other players are not supposed to know in advance that he has no further actions before his next turn comes. It is that way by design.
That said, once all the other players have passed, then it’s really pointless and annoying to mantain the “two actions / pass” structure of the turn: it should immediately become an uninterrupted string of actions just like in solo mode.

One thing I would love to see in the future is the possibility to see which games are happening (the public ones) and be able to just watch them, the same way it is possible in other games, e. g. Ticket to Ride.
