Is this game just.. poorly optimized?

Not using the steam version atm, but I've got a more than capable system, but the game is running like complete garbage. I expected this from my old pc, but I've got a relatively powerful CPU and GPU, and plenty of ram. I am downloading assets though, so I wonder if that is causing performance issues?

nah they ain't the world's best programmers hence why so many massive exploits are found every year, and why it runs worse than many alpha/beta from scratch private servers i play on. from scratch as in writing their own version of the code often cause they couldn't find the original code
