Shining Scales

Hello

I am struggling to find the shining scales reagent needed for one of Ignus' crafting quests. I know its found in fishing chests, but I don't know where to look and what lures to use.

I saw on another forum mention ice fish from the acropolis house, but every time I go there I do NOT see any ice fish at all. I am also not a very high level fisher, only rank 5, and don't want to have to level up my fishing just to get this reagent.

Any and all help would be appreciated!

I'm pretty sure fishing is the only way to get them. The only other way is occasionally they show up on the Scroll of Fortune.
